A native of Napa Valley, Anne Cottrell brings an innovative and consensus-building voice to the challenges – and opportunities – for everyone in our community. Anne was born and raised in St. Helena where she and her husband Doug Cutting are raising a family of three boys.
Anne received her undergraduate degree from Yale and her law degree from UC Berkeley. As an attorney, Anne specialized in land use and natural resources management. She is completing her seventh year as a member of the Napa County Planning Commission. Anne also co-chaired St. Helena’s steering committee to update its General Plan and was a director on the boards of the Vine Trail, Nimbus Arts, and the Napa County Land Trust. She has also volunteered for Citizenship Legal Services. She served on the Community Wildfire Prevention Plan Core Team, and she currently serves on the Watershed Information & Conservation Council.
In her free time, Anne can be found running, hiking, or biking on trails in Angwin, Calistoga, and around Lake Hennessey.
As Supervisor, she will work to:
- Create a comprehensive plan for fire prevention, preparedness, and response;
- Support safe, clean water and prevent water shortages;
- Develop affordable housing solutions that serve our local workforce, and advocate for a more inclusive and equitable community;
- Tackle climate change through a coordinated regional effort.
- Protect the Ag Preserve, and promote the long-term health and sustainability of our agricultural, winemaking, and hospitality industries.
Anne works by identifying common ground, navigating compromise, and forging solutions. She takes a balanced approach, and is collegial and pragmatic. Anne understands that to solve the challenges in our community, we need to work on them together.

Como abogada, Anne se especializó en uso de la tierra y manejo de recursos naturales. Está completando su séptimo año como miembro de la Comisión de Planificación del Condado de Napa. Anne también fue co-presidenta del comité directivo de St. Helena para actualizar el Plan General y fue miembro de las juntas directivas de Vine Trail, Nimbus Arts y Napa County Land Trust. En su tiempo libre, se puede encontrar a Anne corriendo, caminando o en bicicleta por senderos en Angwin, Calistoga y alrededor del lago Hennessey.
Como supervisora, trabajará para:
- Crear un plan integral para la prevención, planeación y respuesta a incendios;
- Apoyar el uso de agua limpia y prevenir la escasez de agua;
- Desarrollar soluciones sustentables de vivienda que sirvan a nuestra fuerza laboral y promover una comunidad más equitativa e incluyente;
- Abordar el cambio climático a través de un esfuerzo regional coordinado;
- Proteger la Reserva Agrícola y promover y apoyar a largo plazo una industria agrícola, vinícola y hospitalaria saludables y sustentables.
Anne trabaja identificando puntos en común, navegando por compromisos y forjando soluciones. Adopta un enfoque equilibrado, colegiado y pragmático. Anne comprende que, para resolver los desafíos en nuestra comunidad, debemos trabajar juntos en ellos.
